Gemeente Zoetermeer is a mid-sized municipality in the Randstad with more than 120,000 residents and a diverse, professional public administration organisation that works daily to deliver reliable and accessible services to residents and businesses.

Onboarding, role changes and offboarding within a municipality affect across multiple departments at the same time. HR, IT, facilities services and information security must collaborate, while visibility and control are often fragmented. Gemeente Zoetermeer recognised this and deliberately chose an alternative approach.

Together with Scope4mation, the IDU process has been redesigned. Not by automating existing workflows one-to-one, but by first establishing control over the process. With our Service Automation Suite and TOPdesk as a central control point changes are now transparent, traceable and manageable.

HR data (AFAS) serves as the starting point. From there, joiner, mover and leaver changes are routed to the right systems in a controlled way. Access, permissions and assets are defined based on profiles and agreements, deviations are visible and the process is transparent to everyone involved. This results in less manual work, shorter lead times and better collaboration between departments.

The new approach also supports demonstrable compliance with BIO requirements. Permissions and assets are no longer a matter of trust, but of visibility, accountability and control!
