When complexity becomes a governance risk

When complexity becomes a governance risk

Digitalisation has brought many benefits to municipalities. Processes are more efficient, service delivery has improved and data can be exchanged more quickly. Almost every municipality has invested in new applications, digital service delivery and system integration over the past few years. This has delivered significant value to the organisation.

At the same time, a new challenge emerges. Not because technology is failing, but because the digital landscape is becoming increasingly complex. Processes now span multiple systems, departments and chain partners. As a result, a change or outage often has a much greater impact than in the past. What starts as a technical issue increasingly affects the organisation's governance.

Complexity affects the entire organisation

Where a change used to affect only one application, it now often has consequences across multiple processes simultaneously. Think of an update in a case management system that also impacts document management, integration with national agencies and data available to residents. As a result, the consequences are no longer limited to the IT department—they also affect policy implementation, service delivery and day-to-day operations.

The more processes are interlinked, the more important it becomes to have visibility into their interdependencies. Without that overview, it's difficult to anticipate the implications of a change and identify where risks may emerge.

Governance decisions depend on digital processes

Municipalities must continuously adapt to new legislation, societal developments and changing expectations from residents. Governance decisions therefore need to be quickly translated into practice. This requires not only robust systems, but also an organisation capable of managing change effectively.

In practice, every change demands increasing preparation. Coordination with various departments, suppliers and process owners is required, while the impact on other systems must also be made visible. Not because the organisation refuses to change, but because interdependencies have grown significantly over the years.

Continuity requires visibility

Municipalities rightly devote significant attention to information security, continuity plans and risk management. Yet the greatest vulnerability often does not lie in the technology itself, but in the lack of visibility.

When processes are spread across multiple systems and responsibilities lie with different departments, it becomes harder to quickly understand the consequences of a failure or change. Moreover, the organisation becomes dependent on staff who fully understand how processes operate in practice. Precisely because of this, organisational vulnerability increases gradually.

From technology to governance

Digitalisation remains essential. In the coming years, municipalities will continue to invest in new technologies, AI, information security and digital service delivery. The key question, however, is no longer which systems need to be added. A more relevant question is how the organisation maintains control over a landscape that grows more complex every year.

This requires not only effective technical management, but primarily insight into processes, responsibilities and dependencies. The clearer the visibility of how processes actually operate, the easier it becomes to prepare changes and the lower the risk of unforeseen issues.

Digitalisation is no longer just a technical issue. It is increasingly becoming a governance issue.

From recognition to insight

Complexity rarely emerges suddenly. It grows alongside every new application, every integration and every process change. As a result, it is only over time that the interdependencies between processes become apparent and how these affect the organisation's agility.

Does the organisation recognise this evolution?

Many municipalities notice that changes take longer and that it becomes increasingly difficult to maintain visibility over processes and dependencies. Often, the root cause is not a single system, but the growing complexity of the overall landscape.
