Why municipalities have an orchestration problem rather than an integration problem

Municipalities have invested heavily in digitalisation

Case management systems, departmental applications, customer portals and integrations ensure that an increasing number of processes are digitally supported. Yet many municipalities still face the same challenges. Applications continue to hang between departments, changes take longer than expected, and staff often rely on colleagues who precisely know how processes actually unfold.

This raises a key question: if so many systems are available, why does execution remain so complex?

The problem often lies not in the systems

Many municipalities have built their application landscape step by step. For every department, task or societal responsibility, a suitable solution has been selected. This has led to a landscape in which systems increasingly communicate with each other.

Yet a new challenge emerges precisely there. Systems exchange data, but the overall process is not always centrally controlled. Each department has visibility into its own activities, but no one automatically has an overview of the full chain.

This results in a situation where processes are technically linked but still organisationally stuck.

Integration connects, but does not automatically provide visibility

Integration is essential for a modern municipality. Without connections, information fragmentation and duplicate work emerge. Yet integration alone does not guarantee control over processes.

A connected landscape can still remain unmanageable. Staff must pull information from multiple systems, request changes with coordination between different teams, and it is not always clear where a process stands or who is responsible for the next step.

This difference is crucial.

Integration ensures systems communicate with each other. Orchestration ensures processes are manageable.

Why orchestration is becoming increasingly important

Municipalities operate in an environment that is constantly changing. New legislation and regulations, rising citizen expectations, collaboration with chain partners, and a tight labour market demand greater flexibility and visibility.

At the same time, processes are becoming increasingly complex. Many service delivery functions span multiple departments, systems and external parties. Without central orchestration, it becomes progressively harder to respond quickly to changes or gain insight into bottlenecks.

This leads to recognisable problems:

  • unclear ownership;
  • dependence on key personnel;
  • limited control information;
  • high operational burden;
  • manual controls;
  • longer processing times;
  • risks to continuity and service delivery.

These are not technical issues. They are organisational challenges that directly impact service quality.

One citizen, one municipality

For citizens, it doesn't matter which systems are used or which departments are involved. They experience one municipality.

When a request experiences delays or a query cannot be answered promptly, the municipality as a whole is judged. That is precisely why orchestration is becoming increasingly important. Not just to make processes more efficient, but primarily to ensure service delivery is predictable and reliable.

From connecting to control

The next step in municipal digitalisation is not about even more systems or even more integrations. The challenge lies in creating visibility, coherence and control over processes beyond individual systems.

Municipalities that succeed in this gain better control over service delivery, reduce dependencies, and strengthen their ability to adapt to change.

Integration connects systems.

Orchestration provides control.
