Why digitalisation without orchestration ultimately costs more

Municipalities have taken significant steps in recent years towards digitalisation. New applications support service delivery, processes have been further automated, and data is exchanged between systems more frequently. Digitalisation is no longer a aspiration, but an integral part of municipal operations.

At the same time, a different development is emerging within many municipalities. Not at the front of service delivery, but behind the scenes. As the digital landscape grows, so does its complexity. Processes run across multiple applications, data is processed in different locations, and changes increasingly have consequences for multiple departments at the same time.

The costs of change are increasing

It is notable that the largest costs of digitalisation are often not visible in an investment proposal or budget. They emerge gradually, as systems, processes and dependencies evolve over time.

A change that was limited to a single application a few years ago now requires coordination between different teams, vendors and process owners. Before a change can be implemented, it must first be clear which processes are affected, which linkages are interdependent, and which risks need to be managed. It is not the technology that consumes the most time, but gaining visibility.

More digitalisation also means more management

Every new application delivers value to a specific process or department. At the same time, the overall application landscape grows. More systems mean more updates, more security measures, more vendors, and more interdependencies.

This is a logical consequence of digitalisation. The challenge arises when the cohesion between all these components becomes increasingly difficult to see. Then attention shifts from improvement to management, and an ever-larger portion of available capacity is consumed by coordination, alignment, and risk mitigation.

Less room for innovation

This development also affects an organisation's ability to adapt. New legislation, security requirements or organisational changes demand a flexible IT organisation. When a large part of capacity is required to keep existing complexity manageable, there is less room to actually innovate.

As a result, priorities shift unnoticed. Innovation makes way for maintenance. Projects require more preparation. Changes take longer and the impact of each change becomes less predictable.

Actual costs often remain invisible

Much of these costs is not directly recognised as expense. They are visible in longer processing times, additional inter-departmental coordination, increasing operational burden, and growing dependence on specialist knowledge. Individually, these developments may seem manageable, but collectively they limit the organisation's agility.

That is why for many municipalities the question is no longer how much more digitalisation is needed. The more important question is how much complexity an organisation can continue to manage as the digital landscape continues to grow.

Digitalisation remains essential. But as processes, systems and data become increasingly interwoven, the manageability of that landscape becomes an increasingly critical success factor. The challenge shifts from realising digitalisation to managing its consequences.

Do you recognise this challenge in your municipality?

Digitalisation delivers significant value, but as processes, applications and data become increasingly interconnected, complexity increases too. Changes require more coordination, dependencies become less visible, and a larger share of capacity is devoted to management rather than innovation.

Curious about where the biggest dependencies, risks and bottlenecks exist within your digital landscape? Then fill out the contact form below. One of our advisors will get in touch to discuss the situation.

Together we explore how to gain greater insight into the interplay between processes, systems and data. This lays a solid foundation for better decision-making, manageable change, and an organisation that remains agile into the future.
