From integration to orchestration: the next step for municipalities

From digitisation to governability

Municipalities have invested significantly in digitisation over the past years. New applications, integrations and nationwide services have ensured that information is available faster and service delivery has become increasingly digital.

Yet many organisations experience that daily practice has not automatically become simpler. Changes take more time, processes run across multiple systems and departments, and it becomes increasingly difficult to maintain an overview.

Integration was the logical step for years. Systems had to be able to communicate with each other. Data had to be exchanged securely and reliably. Without integration, the current digital landscape would not function, but integration alone is no longer sufficient.

Connected systems do not mean governable processes

In many municipalities, systems are well connected. Yet that does not automatically mean that processes are also transparent or manageable.

A permit, a Wmo application or an HR process often runs through multiple applications, departments and chain partners. Each step performs its required function, but a complete picture is frequently missing.

As a result, a recognisable situation emerges. Data is available, but it is not always clear where a process stands, who is responsible for the next step, or what the implications of a change are for other parts of the organisation.

That is the difference between integration and orchestration.

Orchestration is about visibility and coherence

Orchestration does not mean replacing existing systems. Quite the opposite.

It means that processes become governable. This insight emerges from dependencies, responsibilities and progress. Not from a single application, but across the entire process.

As a result, it becomes easier to implement changes, detect risks earlier, and collaborate more effectively between departments.

For municipalities, this is becoming increasingly important. Legislation is changing, citizens expect more digital service delivery, and organisations must be able to respond faster to new developments. Without visibility, every change becomes more complex than necessary.

The next step in digitisation

Many municipalities are asking themselves which systems are still needed to take the next step. Perhaps that is not the right question.

The more important question is whether the organisation has sufficient control over what already exists.

When processes are transparent, responsibilities are clear, and dependencies are manageable, space opens up for faster change and better collaboration.

Digitisation remains important.

But the greatest gain is increasingly not found in an additional application or a new integration.

The greatest gain lies in orchestration.

Not just orchestration of systems.

But especially orchestration of processes.

Integration connects. Orchestration makes processes governable

Municipalities continue to invest in digitisation. That is necessary.

At the same time, the need for greater visibility, better collaboration and predictable processes is growing. That is precisely why attention is slowly shifting from integration to orchestration.

Because connecting systems is one step.

Gaining control over processes is the next step.

How much control does the organisation have over its processes?

Many municipalities have an extensive digital landscape. The question is not just how systems work together, but especially how much visibility there is on processes, responsibilities and dependencies.
