Digital autonomy requires control. Why we support the VNG’s direction.

Retain freedom of choice over processes, data and technology. Why Scope4mation supports the VNG’s attention to digital autonomy and wants to contribute with customers and partners.

Illustration of people working together on a connected digital environment

Organisations should remain able to shape their own digital operations. Even when technology, legislation or supplier terms change. At Scope4mation, we consider this a fundamental principle. Together with customers and partners, we work towards Digital Autonomous Control: control over processes, data, dependencies and costs.

Why we value the VNG’s attention to this issue

In its direction for collective digitalisation, the Association of Netherlands Municipalities (VNG) highlights public control, shared standards and reducing digital dependence on large technology companies. Digital autonomy also has a clear place in the joint government digitalisation strategy.

We support that direction. Municipalities should retain the ability to decide how to organise their services, which technology fits and under which conditions it is used. It helps when municipalities address these questions together and share knowledge and agreements. This makes freedom of choice part of system design and collaboration.

Your process knowledge should remain yours

A business process consists of more than an application’s features. It contains your knowledge: who decides, which information is needed, which checks apply and what should happen when an exception arises. You want to retain that coherence when replacing a system or supplier.

That is why we look beyond a single service desk, HR application or cloud platform. With Service Automation Suite, we connect data, rules and execution across systems. Together, we identify what can be reused, which interface changes and where dependencies remain. A new technology need not mean rebuilding your entire way of working.

You may, for example, want to prevent your business processes from becoming entirely dependent on technology and terms outside the EU. Retaining freedom of choice requires control across the whole chain.

Why work on this with us?

We develop and support our technology from the Netherlands. At Scope4mation, you work directly with the people building the platform and helping configure it. We value knowledge transfer, understandable agreements and the ability to anticipate change together.

  • Build on what works. Start with an existing integration, register or manual task. Make focused improvements and choose the pace of further modernisation.
  • Make dependencies visible. Discuss data, access, hosting, operations and costs. Include the terms of connected applications in that assessment.
  • Keep change manageable. Document process rules, retain insight into execution and establish what a transition or handover will require.

Common Ground and building further together

We are interested in initiatives such as Common Ground and support the movement towards greater public control and collaboration from the Netherlands and Europe. We follow these developments and explore where our knowledge, technology and process approach can contribute.

We welcome that work with municipalities, customers and partners. By sharing experience, connecting people and improving concrete applications, we aim to contribute to a Dutch and European community around digital control. The VNG’s attention helps broaden this discussion. We want to contribute substance and practical execution from our own expertise.

Independent operation also needs sound management

We are exploring a Virtual Appliance that can run a dedicated environment within infrastructure of your choice. The current architecture supports this. We are working through how installation, updates, security, operations and recovery should align. This exploration supports our ambition to strengthen independent operation and freedom of choice.

Control matters for AI too: people should be able to intervene and understand data use, dependencies and costs. For AI within Service Automation Suite, our exploration focuses on European solutions and aims for predictable costs. We assess and agree specifically what becomes available.

From vision to a first step

Digital autonomy grows through the choices you make today. Which process knowledge do you want to retain? Where is insight missing? Which dependency would you like to reduce first? We welcome that conversation and can choose a feasible first step together.
